Hey there,
I checked it and it looks like the plugin 'Resmio button & widget' is causing a conflict preventing jQuery lib to properly load in the page, causing the submit button not to work properly.
With this plugin disabled, I'm able to create new types just fine.
When it is enabled, I can see a couple errors in the console after I click the Beitragstyp speichern button, please check the screenshots for more reference.
I'd recommend temporarily disabling this plugin during the time you're creating/editing the CPT as a workaround. This should work as long as it doesn't impact other features within the wp-admin, even the ones not related to Toolset. Ideally you'd contact the plugin's author so that they can double-check it and look for a definitive fix.
