You have to drag and drop the filter blocks into the grid cells using the up/down arrows.

You have to drag and drop the filter blocks into the grid cells.
In the latest version of WordPress it is not so obvious, they removed what looks like a grab handle from the UI and now you have to grab the up/down arrows.
