For logged in users i want to give downloadabel files.
Is it possible without 3rd party plugin?
I search just for a solution with toolset.

Toolset Access plugin can be used to hide/restrict access to some content (including the link to the downloadable files), as explained in these guides:

However, this won't work to restrict access to the actual downloadable files since if a logged-in user who has the file's direct link, shares it with a non-logged-in visitor, he/she will be able to access that file too.
If your goal is to enable file-level restrictions then you'll need a dedicated third-party plugin for this. The following article reviews some of the popular options:

Thx. And what about when i give the site only access to login people?
So not looged in people see just one page.
And logged in see the full page.
What that work?
So if someone is not logged in cant see the directlink.

The files uploaded in the WordPress media library are accessible to everyone through a direct link, by default and while the Toolset Access plugin can be used to restrict access to single posts, pages, and custom post types, it doesn't include a feature to prevent access to the media files.
To achieve this, you'll still need some custom code or a third-party plugin like "Prevent Direct Access"
