This needs pure CSS customization which I believe you should ask from WooCommrece support.

Hi - I know that you have limited support of style customization but I am having difficulty identifying where to adjust the button border and text on the Cart and Checkout pages.
They are currently white and can't be seen. I would appreciate any possible assistance with this.
