With Toolset, you can not control the admin menu visibility as its based on the role.

you should try to use the following plugin that would help:

Tell us what you are trying to do?
I trying to find a way that I can have a user or a role only to be able to access certain WordPress backend menu items.
For example I have one user that needs to be able to access a plugin in the backend but nothing else.
Is this possible to do with the Access plugin?
