Hi - I'm attempting to develop a WP multisite network for associations. Members would have an option to add a new subsite using a template(s) that I would provide. in the template library. My objective is to automate as much from the frontend as possible enabling members to update content on their subsite.
Does Toolset Blocks have a feature where subscribers can manage their own custom fields as they would be displayed on a page or post?
Would Toolset Blocks have any added features that would enable the subscriber to update content in general without having to access the wp dashboard?

You can let any user edit these things but only in the Backend, where WordPress allows to edit Fields and Posts.
Using Toolset Access you can easily elevate any Roles to more power on your site, or, create new roles for custom user roles handling.
But this will not allow having users creating their own - and only manageable by them - structures such as fields or Views or similar.
They will have the same access to the backend as other users in that role and hence, be able to, for example, change the same field group, or post type if they have the rights to do so.
What you can do easily is allow each user to edit only their own posts, for that, you would alose use Toolset Access:
