Problem:

There are few custom post types i need:

1. jobs ( can be created by employers)

2. resumes (a candidate can create this type and can send it with an application)

3. applications

...

is there any way to do this with e.g. relationships or other methods?

Solution:

I suggest you setup many-to-many relationship between post type "jobs" and "resumes", use "applications" as the intermediate post type.
