i have swapped the css to be in the yellow pencil plugin. now the css loads fast without the problem.
but i do have a jquery plugin sorter on this page and the same happens like with the css in the view.
First it loads the whole site than the jquery is executed.
lets sum it up: everytime a css code or javascript code is in the view. the site is loading and then the code comes in. So everytime the page is loading it jumps like in my video in my first post.
Since you mentioned that when you view the site on your mobile there isn't any issue and when I view it I wasn't able to observe the issue then its something with the browser you are using.
If you were to try loading the site from a different PC does the same issue occur ? as checking on a local install that I have with css added, I was not able to see the issue at all.
I tried looking at the page again to see if I could spot any difference but it seems your view is now displaying No Items Found.
Yes I can see the issue now. Sometimes this is due to how quickly the server can load everything up.
What I recommend doing is to use caching, this way the custom css would already be loading and should load the styles instantly. A plugin that you can use is the WP-Super Cache plugin.
If this doesn't work for you we can investigate further to try providing some other solutions for this issue.

You mentioned that your hosting has inbuilt caching, it seems they have built a cache for this page so its no longer loading without the css first. Instead everything is loading up fine.
i played around storing the css code in different locations (WP Customizer, Toolset views, Yellow Pencil Plugin).
This Problem occurs only when i use the Toolset Views/ Content Template Css section. the same is with js.
