Tell us what you are trying to do? I would like to add a surcharge (standard product) to a customer order based on the value of a cred forms field. Scenario, customer completes field and selects custom number (as opposed to auto generated number). A surcharge product (fee) should then be added to that customers order.

Is there any documentation that you are following? I have consulted all the API documentation.

Is there a similar example that we can see?

Are you using Toolset forms commerce plugin? if yes, what if you try to use the following hook:

Where you should add your desired custom logic to add your fees to your cart total - will that help?
