Problem:
I would like to use shortcodes to display the price with tax and the price without tax.

Solution:
Use the Price Display Suffix. Configure your shop to display prices excluding tax, then include the tax in the suffix. If you take this approach, the wpv-woo-product-price shortcode will provide both prices. Then you could use CSS to show or hide a price based on a parent CSS selector. For example:

Show Tax:

<div class="show-tax">
  [wpv-woo-product-price]
</div>

Hide Tax:

<div class="hide-tax">
  [wpv-woo-product-price]
</div>

Add to Layouts CSS:

.hide-tax .price .woocommerce-price-suffix {
  display:none;
}
 
.show-tax .price > .woocommerce-Price-amount.amount {
 display:none; 
}
