Estoy creando una web y cuando la veo con la sesión iniciada se ve tal y como la estoy creando, pero cuando salgo al modo incognito para ver como se verá no se muestra tal y cómo es.
Hay funcionalidades que no van o diseños que no cargan.

I am not sure if I can get the context what is the difference between the two links you provided. How they are created and what was the difference in the steps to creating them that one shows a filter list the other one does not.
Also you need to test if the same issue happens in a minimal installation:
- IMPORTANT STEP! Create a backup of your website. Or better approach will be to test this on a copy/staging version of the website to avoid any disruption of a live website.
- Switch to the default theme such as "TwentyTwenty" by going to "WordPress Dashboard > Appearance > themes".
- Go to "WordPress Dashboard > Plugins" and deactivate all plugins except Toolset and its add-ons.
- Check if you can still recreate the issue.
- If not, re-activate your plugins one by one and check the issue each time to find out the plugin that causes the problem.
Also if you provide the debug info it will help me to know if you use the latest version of Toolset or not:

Cuando lo miro con la sesión iniciada, filtra perfectamente, sin embargo, cuando lo veo fuera de sesión no funciona.

Thank you. It might be because you use cache or maybe a plugin that merges all the Javacsript files.
I see that there are some errors happening in my browser console that I guess it is the issue.
You can test by doing as follows:
