Is it possible to conditionally display only certain categories options when creating a CPT post in the dashboard based of a custom dropdown field value .

You are talking about the back end post edit screen when publishing a post (a CPT post), right?

And you want the terms available in a taxonomy assigned to the CPT to be affected by the choice made for some select custom field?

There's nothing like that available with Toolset, no, which doesn't really offer much by way of customisation in the back end other than the standard kinds of controls that offered for fields and taxonomies (plus relationships).

You would be looking at an entirely custom implementation for something like that.
