Problem:
A view's taxonomy filter does not display some terms until the user adds more than one post to the term.
Solution:
The view displays the media files, which do not have the status set to publish. In that case, Toolset will search for their parent post status. And the status should be "publish" or "private".
The terms that the user talks about were including only one post, and that post did not have the status "publish" or "private" and it did not have a parent post either.
The media files need to be attached to a post, or the view needs to query media files in all statuses.
The setting to “Show only filter options that would produce results” in a View with custom search can result in expensive queries on larger sites with several filters, and the last update of Views/Blocks included efforts to optimise these to make them maximally efficient.
It seems that in some cases this has led to the setting not working at all, in particlar on the initial page load rather than when changes to filters are applied, such that filter options include options that would lead to no results.
Solution:
This is fixed in next version of Toolset Views/Blocks plugins, currently you can try the patch file of below erratum:

Exclude Products from View if WooCommerce Catalog visibility is set to hidden - Filter product by Catalog/product visibility
Solution:
To filter the product by Catalog visibility equal to hidden, You should navigate to "Query Filter" section of your view and try to add a taxonomy filter for the taxonomy "Product visibility" there you should select the two options "exclude-from-catalog" And "exclude-from-search" and also make sure you select the option "All of the following".
