Problem:
Client wants a page where new users can register but doesn't want existing registered users to be able to access this page.

Solution:
Access privileges are hierarchical, and you cannot deny access to higher roles that is granted to lower roles. But you can use Access shortcodes to make different content on the same page available or unavailable to different roles.

In this case use Access shortcodes to make the CRED new user form available to guest users, and the CRED edit user form available to registered users instead.
