Problem:
How can I display a list of Terms that do not have a parent in Views?

Solution:
1. Set up a few terms
2. make sure some of them have a parent, others do not
3. Assign some posts to all of those Terms
4. Create a View, that queries Taxonomies, and choose the Query Filter "Select taxonomy terms whose parent is None."
5. Insert something like the Term Name in the Loop
6. Insert the View in a page and view it

This correctly produces a list of Terms where there is no parent.
