This thread is resolved. Here is a description of the problem and solution.
Problem:
The issue here is that the user wants to sort his user fields on the backend, rather the user groups and not the individual fields.
Solution:
I believe these fields are sorted by their date of creation, where the newest group is placed first.
However the user was able to modify the creation dates in the database for these field groups.
This support ticket is created 6 years, 7 months ago. There's a good chance that you are reading advice that it now obsolete.
