I would like to use views, types, cred and probably access in a plugin i'm working on.

Can you point me to the documentation on how to correctly package toolset in a plugin?

Hello,

There isn't exact feature within Toolset, but we have provide a way to create/distribute Toolset-based themes, see our document:
https://toolset.com/documentation/user-guides/how-to-build-toolset-based-themes/

section "7. Distribute":
All you need to provide (to your clients) is the theme’s ZIP file. The ZIP file does not include Toolset plugins, but only includes a small installer which will automatically download the required Toolset plugins and configure them.
