Please can you open a new issue with the missing Styling section in the Views Cell?
Regarding the first issue, we are aware of this situation.
It seems in some edge cases the OLD layouts (what you created before WP 4.5 was release) is not displayed anymore.
Is this the case on your install?
If so, can you provide me a Site's Snapshot of this install?
This is because we are not able to reproduce this problem even with the correct process of updating OLD installs
I would need a sites snapshot if possible.
We usually recommend the free Plugin "Duplicator" for this porpoise.

please skip the following steps and just send me the installer file and the zipped package you downloaded.

I will be very happy to receive this Duplication, as there are few tickets with this issue but until now, nobody was willing or able to provide us a Test Package.
