I am trying to: have flat taxonomy as multi tick box choice in data entry form.

So person entering new post can select which tax, one or many, from the list defined in taxonomy associated with CPT.

Can't see how to set this up in CPT or CRED

Dear McCarthy,

I assume you are using CRED shortcode [cred-field] to display the flat taxonomy field in the CRED form.
Please check our document:
https://toolset.com/documentation/user-guides/cred-shortcodes/#cred-field
Parameter "display":
[optional] Used by fields for Hierarchical Taxonomies (like Categories) to signify the mode of display (ie. “select” or “checkbox”)
So you can setup the Hierarchical Taxonomy field as "checkbox" field in the CRED form, this parameter does not work for a flat taxonomy.

In your case, I suggest you try this:
setup it as Hierarchical Taxonomy, then you will be able to display it as checkboxes field both in admin side and CRED form
