Tell us what you are trying to do?

Can I create this flow with toolset forms: user submits form -> form contents becomes unpublished CPT -> upon editor approval CPT is published AND user is sent an invoice.

Is there any documentation that you are following?

I'm not sure where to look at this point

We have an integration with WooCommerce for payments that is used to charge users to publish content, but the workflow is somewhat different, and you can read about what's possible here: https://toolset.com/lesson-placement/lesson-placements-1621521-1616875/

While you have options about what status the submitted content should have when, the workflow is based upon payment at the start of the process rather than at the end.

If that doesn't work for you you would need to come up with another solution, perhaps using another payments solution, such that the user submits a post that is pending approval, and when an editor approves it they take whatever action is required to trigger the invoice.
