You can only have Toolset Blocks *or* Views active at the same time.
They are almost the same plugin, and you can go to Toolset > Settings and in the Editor experience section change which interface you should see (or both).
I'd suggest if you are already using Views, update it to Views 3.0.
On new sites if you like Toolset Blocks use that plugin version.
