Problem:
I am trying to upload a file and/or image in image field, but I got reloading of the same edit property page
Solution:
It is browser cache problem, please try these:
1) Clear your browser cache, and test again
2) Try with another browser, and test again

Thanks for the details, I can login into your website, I have tried below steps, please correct me if there is anything missing:
1) Goto URL:

2) In field "Brochure Picture", click button "Edit image", it does popup a media upload window, and I can update the file without any problem, see screenshot upload.JPG
I suggest you check the browser cache problem:
1) Clear your browser cache, and test again
2) Try with another browser, and test again
