This thread is resolved. Here is a description of the problem and solution.
Problem:
When Layouts is active a page outputs no content. De-activating Layouts the content appears.
Solution:
There is a Layout template assigned to pages that is entirely empty, and so there is nothing to output on pages as long as the template is assigned.

The page in question has the Template Layout "Layout for Pages" assigned, so this is the template used to render this page.
But that template is empty, it contains nothing.
So there is nothing to output.
Editing the page and un-assigning this Layout should resolve the problem, as the page will be rendered by the theme's page template.
