Tell us what you are trying to do?
I have several locations already created. I'm trying to create a new one. (I've taken over the site from someone else)

Is there any documentation that you are following?

Is there a similar example that we can see?

What is the link to your site?

See screencapture video I made of the issue in dropbox below. Please let me know if you'd like to log into the site. I can provide username and password

Please try these:
1) backup your website,
2) make sure you website is using the latest version of Toolset plugins, you can download them here:
3) check if there is any PHP/JS errors in your website:

You can also provide your website credentials in below private message box.

Thanks for the details, I can login into your website.

The problem is, those old "Locations" posts are designed by Elementor page builders, they are not designed by Toolset Layouts plugin, in order to copy those old "Locations" posts, you need to follow Elementor document to setup Elementor Template, see their document:

Since the layout "Layout for Locations" is useless, you can remove it:
