cannot import visual editor into cells.... freezes

Hi there

When you say import, do you just mean add a Visual Editor cell to a Layout (like in the screenshot)?

I'm able to do that on my test site without any issues.

Could you disable non-Toolset plugins and check again? (Your debug info lists a "WP Editor" plugin, for example, that I can't identify to test.)

And if that doesn't help check after switching theme to twentynineteen.
