This thread is resolved. Here is a description of the problem and solution.
Problem:
Bootstrap buttons not visible in visual editor cell.
Solution:
If we use Layouts then Bootstrap button in the editor will not be visible, it is deactivated on purpose whenever Layout is activated, so we can say this is by design of the plugin. Since many of those things you can add using layouts interface cells (Tabs, Accordions, etc).
We added that button to help people who are not using Layouts. That button gives you links to bootstrap doc, which in case of Layouts you can directly use from here:
