This are the possible causes (and their solutions)
1. Your user has no rights to use HTML Tags
Toolset > Settings > Custom Content > Saving unfiltered HTML for users with higher roles.
If so, enable them.
2. You are on a MultiSite
We do not have control over this.
3. Toolset > Settings > Forms > Content Filter, the HTML tags are unchecked. If so, check and save.

Solution:
CRED API offers you hook "cred_save_data" to accoplish this goal. Also, custom fields values stored in postmeta table. You can get the custom field value using get_post_meta() function.
