Types Field Groups registered with non-latin characters cannot be controlled by Toolset Access

Symptoms

If you have custom field groups with a name using non-latin characters, then those field groups cannot be controlled from the Types Fields tab of the Toolset -> Access Control page.

The accordion which represents the field group with the non-latin characters name will not open on click and the following JavaScript error will be thrown instead:
Uncaught Error: Syntax error, runrecognized expression: .js-otg-access-settings-section-item-toggle-target-__FIELDS_GROUP_%d1%84%d1%84%d1%84

Workaround

This is a known issue. The only workaround is to not use non-latin characters for names of your custom field groups.
