When you have a map added to a page where the markers come from a View, if that View returns no results (because of filters applied by the user, for example) then the empty map shows lat = 0, lon = 0 (i.e. off the west coast of Africa).
We need to improve the UI for handling this, but in the meantime you can edit the Map block, and in the block settings in the sidebar temporarily disable the switch “Adjust zoom and center to show all markers at once”. You can then specify the lat and lon and zoom settings for what the map should display when there are no markers, then re-activate the switch to automatically adjust the zoom and center. Those “hidden” settings will be used when there are no markers.
